Anyone who’s ever bought sunscreen in Korea has seen this combination: SPF50+ PA++++. Next to it, in smaller text, 내수성 (water-resistant). On the back, 기능성화장품 (functional cosmetic). In the U.S., the same product would just say “Broad Spectrum SPF 50.” European sunscreens feature a UVA logo inside a circle. Same active ingredients, same UV rays — so why does the label look completely different depending on where you buy it?

The answer isn’t performance. It’s regulation. And that regulatory gap is exactly why American consumers are ordering Korean sunscreen online in droves.

The Short Answer

  • SPF measures protection against UVB (sunburn), and PA measures UVA (aging, hyperpigmentation). You need to look at both.
  • The number of + symbols in PA = PFA value range. PA+ (2–4), PA++ (4–8), PA+++ (8–16), PA++++ (16+).
  • In Korea, any SPF reading above 50 gets labeled SPF50+ and nothing higher. That's why you won't see SPF 60 or SPF 100 on Korean products.
  • Korea regulates sunscreen as a cosmetic (functional cosmetic). The U.S. regulates it as an OTC drug. Result: 32 allowed UV filters vs. 17.
  • That regulatory gap is what unlocked lightweight, no-white-cast formulas — and the real reason K-sunscreen went global.

What Does PA+++ Actually Mean?

PA is a rating system for UVA protection, and the more + signs, the stronger the protection. More precisely, it takes a measured value called PFA (Protection Factor of UVA) and splits it into four grade bands.

PFA is determined using a phenomenon called PPD (Persistent Pigment Darkening). When skin is exposed to UVA, it darkens almost immediately. Researchers measure the minimum UVA dose needed to trigger this darkening on both unprotected skin and product-treated skin, then divide the two. The result is essentially: “How many times longer can your skin hold up compared to bare skin?”

Here’s where people get tripped up: PA+++ and PA++++ are not “one step apart.” A PFA of 8 vs. a PFA of 16 is a 2× gap, and even within PA+++, you could have a PFA of 8 sitting next to a PFA of 15 on the same shelf. The rating is a band, not an exact number. Once you internalize that, reading labels gets a lot easier.

PA Isn't Originally Korean

The PA system was first created by the Japan Cosmetic Industry Association (JCIA) and introduced as a voluntary standard in November 1995. At first, it had only three tiers: PA+, PA++, and PA+++. JCIA added PA++++ in a June 2012 notice, effective January 1, 2013. Korea's MFDS followed suit, expanding to four tiers in 2016. The legal effective date for PA++++ labeling in Korea was December 1, 2016 (MFDS Notification No. 2016-98). That's why you'll never find PA++++ on a Korean sunscreen made before 2016.


How to Read SPF Numbers

SPF measures protection against UVB — the rays that cause sunburn. The principle is the same as PFA: it compares the minimum UV dose required to produce redness (erythema) on protected vs. unprotected skin, expressed as a ratio.

The catch is that this number doesn’t scale linearly with protection. The European Commission Recommendation 2006/647/EC spells it out plainly:

SPF 15 absorbs 93% of UVB radiation, and SPF 30 absorbs 97%. Values beyond SPF 50 do not substantially increase UV protection. — European Commission Recommendation 2006/647/EC, recital (20)

Going from SPF 15 to 30 bumps your protection from 93% to 97% — a 4-percentage-point gain. From 30 to 50, you pick up roughly one more percentage point. What does double, though, is the “how long you last” number. People tend to conflate those two things, and that’s where the confusion starts.

Korea’s MFDS solved this by capping the label. Article 13 of the Functional Cosmetic Review Regulation requires SPF to be labeled as the measured average (rounded down to the nearest integer, within −20%), but any result of 50 or above must be labeled simply as “SPF50+.”

That last number is actually the most important one. SPF 50+ is tested at 2mg per cm². For a full adult body, that works out to roughly 6 teaspoons (36g). For your face alone, you’re looking at a finger-length squeeze covering both index and middle fingers. The same EU document notes that applying half the recommended amount can reduce protection by up to two-thirds. Thinly applied SPF 50+ might effectively be SPF 15 in the real world.

Real-World Tips

  • Rather than chasing higher numbers, apply enough product and reapply every 2–3 hours — it's vastly more effective.
  • If you find full reapplication a hassle, keep a sunscreen stick or sun cushion in your bag for touch-ups. Korean brands offer an especially wide range of these formats.
  • A sunscreen with high SPF but no PA rating (or a low one) may leave you largely unprotected against UVA. Aging and pigmentation are UVA's territory.

Why Do Labels Differ by Country?

For UVB (SPF), the world largely uses the same test method — ISO 24444 — so the numbers are comparable. The issue is UVA. Different regions came up with different answers for how to measure it and how to display it.

The practical takeaway from this table: the U.S. label tells you the least. The FDA’s Broad Spectrum only requires clearing a critical wavelength of 370nm, so a sunscreen that barely passes and one with outstanding UVA protection get the same two words. Europe's UVA Circle Logo Isn't Actually Required by Law

Commonly believed to be an "EU legal mark," the circle logo is — according to the European Commission's own explanation — a standard voluntary label created by Cosmetics Europe, the industry trade association. Recommendation 2006/647/EC itself contains no logo specification. The logo is simply the industry's way of signaling that the product meets the recommendation's minimum thresholds (UVA-PF ≥ 1/3 of SPF, critical wavelength ≥ 370nm).

The test goes like this: 20 minutes in water → 20 minutes air-drying → another 20 minutes in water — repeat — then measure SPF again. If it held up after 40 minutes of total immersion, you get the water-resistant label. After 80 minutes, you get sweat/water-resistant.

Two things to keep in mind. First, neither label means waterproof. Korea, the U.S., and Japan all prohibit absolute terms like “waterproof” or “sweatproof.” Second, Korea’s MFDS consumer guidance sometimes describes these as “validated for 1-hour / 2-hour immersion” — but this is a rounded-up expression that includes rest periods. The actual time underwater is 40 / 80 minutes.


Why Does Korea Call Sunscreen a "Functional Cosmetic"?

This is where the K-sunscreen story really starts.

Korea launched its functional cosmetic system on July 1, 2000, and sunscreen was one of the original categories from day one — not bolted on later, but established alongside whitening and anti-wrinkle as one of the three pillars. Today, the enforcement rules list 11 functional cosmetic categories (whitening × 2, anti-wrinkle, tanning, UV protection, hair coloring/bleaching, hair removal, hair loss, acne, skin barrier, and stretch marks).
