Ulsan is the city that paid for a good part of modern Korea. In 1962 the government made this fishing and farming county on the southeast coast the country’s first special industrial district, and within two decades it held Hyundai’s car factory, one of the largest shipyards in the world and an oil refinery that still lights up the night sky over the bay. It became a metropolitan city in 1997 and is home to about 1.1 million people.

That is the side most people know. The other side is much older. On a cliff above a stream in Ulju County, prehistoric people carved whales, hunters and boats into the rock, and in July 2025 UNESCO inscribed those carvings, the Bangucheon Petroglyphs, as Korea’s 17th World Heritage Site. The same coast became the country’s whaling base in the 20th century, and Jangsaengpo harbor still calls itself the whale town. The river that industry nearly killed, the Taehwagang, came back clean enough to be named Korea’s second national garden in 2019. Ulsan is not a postcard city, but it rewards two days more than most visitors expect.

The short answer

  • Where: on the southeast coast between Gyeongju and Busan. KTX trains from Seoul and Suseo stations stop at Ulsan Station in the western hills; KTX-Eum from Cheongnyangni stops at Taehwagang Station downtown.
  • Best for: a 1–2 night trip, or a stop between Gyeongju and Busan. You will need buses or taxis; there is no subway.
  • Must-see: the UNESCO-listed Bangucheon Petroglyphs (the museum is free, closed Mondays), Taehwagang National Garden and its bamboo grove, and the Daewangam Park sea cliffs.
  • Must-eat: Eonyang bulgogi, charcoal-grilled thin beef from the town next to the KTX station, and pork gukbap by the Bangeojin harbor.

How do you get to Ulsan from Seoul?

Take the KTX from Seoul Station to Ulsan (Tongdosa) Station if you want speed, or the KTX-Eum from Cheongnyangni if you want to arrive downtown. The catch with the main high-speed line is that Ulsan Station sits in Samnam, in rural Ulju County, far west of the city center. It is convenient for Eonyang and the petroglyphs, less so for the coast. Since December 30, 2025, KTX-Eum trains on the Jungang Line stop at Taehwagang Station much more often: Ulsan city says daily stops rose from 6 to 18.

From Ulsan Station, the airport-style limousine bus 5001 runs via Ulsan City Hall and Taehwagang Station to Dong-gu on the coast, and other limousine routes cover most of the city. A taxi is quicker if there are two or three of you. If you are coming from Busan, the Donghae Line commuter train runs between Bujeon Station and Taehwagang Station, and T-money works on it.

How do you get around Ulsan without a subway?

By city bus and taxi, with the train only for trips toward Busan. Ulsan is spread out: the coast, the old downtown, the KTX station and the petroglyph valley are all far apart, so plan by zone rather than trying to cross the city several times a day.

Ulsan transit in brief

  • Transit card: T-money and other nationwide cards work on city buses and limousine buses. See our T-money guide.
  • Limousine buses: numbered in the 5000s and running from Ulsan Station; 5001 links the station with City Hall, Taehwagang Station and Dong-gu.
  • Taxis: the base fare rose to 4,500 won on March 10, 2025, according to Seoul Shinmun. Taxis are the practical way to reach the petroglyph valley and Ganjeolgot.
  • Tram: a hydrogen tram line from Taehwagang Station to Sinbok is planned, but the new mayor paused the project when he took office in July 2026. YTN reported in August that the procedures had restarted, main construction had not begun and the mayor called the restart not final. Do not plan around it.

At the petroglyph site, a free circular bus has run since April 24, 2026, Wednesday to Sunday, eight times a day between 09:50 and 17:50, linking the museum, the Bangudae trail entrance and the Cheonjeon-ri carvings. Ulsan city says the timetable can change with the season, so check the board at the museum.

Which areas of Ulsan should you explore?

Split Ulsan into five zones: the river in the middle, the whale harbor, the eastern sea cliffs, the petroglyph valley, and the far south coast and mountains. Two days covers the first four comfortably.

Taehwagang National Garden and the old downtown. The Taehwagang river runs through the middle of the city, and the garden along its banks covers 84 hectares. The Korea Forest Service named it Korea’s second national garden in July 2019, after Suncheon Bay, and admission is free. The best part is 십리대숲 Simnidaesup, a bamboo grove along the river; in the evening a section called 은하수길 Eunhasu-gil (“Milky Way path”) is lit with colored lights. Across the river, Seongnam-dong is Ulsan’s old shopping district, and Samsan, a short taxi ride east, is the newer downtown with department stores and the express bus terminal. In winter, huge flocks of crows gather over Samho on the western edge of the garden at dusk.

Jangsaengpo Whale Culture Special Zone. This harbor in Nam-gu was the base of Korea’s whaling fleet until commercial whaling stopped under the 1986 international moratorium. In 2008 it became the country’s only whale culture special zone. The Jangsaengpo Whale Museum, opened on May 31, 2005, was Korea’s first whale museum. Next to it are the Whale Life Experience Hall with dolphins, and the Whale Culture Village, opened in 2015, which rebuilds the whaling town of the 1960s and 70s. The 고래바다여행선 whale-watching cruise, running since 2013, takes about three hours and sails from April to November; the 2026 season began on March 28. Be realistic: Segye Ilbo reported in July 2026 that the sighting rate fell to 4.1% last year, although large pods of common dolphins were seen several times that month.

Daewangam Park and the Dong-gu coast. Dong-gu is the shipbuilding district, and its southern tip ends in Daewangam Park: a pine forest that drops to a cluster of reddish rocks in the sea. Legend links the rocks to the queen of King Munmu of Silla, said to have become a dragon guarding the East Sea. A 303 m suspension bridge crosses a cove on the cliff walk. The park itself is free and always open; the bridge runs 09:00–18:00 with last entry at 17:40, closes on the second Tuesday of each month and on Lunar New Year’s Day and Chuseok, and shuts in bad weather. Ilsan Beach is on the north side of the park, and Bangeojin harbor, with the lighthouse islet of Seuldo, is a short walk south.

Bangucheon Petroglyphs and Eonyang. The World Heritage listing covers two sites along the Daegokcheon stream, linked by a walking trail and the circular bus: the Bangudae Petroglyph in Daegok-ri, a rock face crowded with whales, deer, tigers, boats and hunters, and the Cheonjeon-ri inscriptions and petroglyphs, with geometric patterns and later Silla-era writing. The tradition spans from the Neolithic to Silla. The Bangudae panel faces the stream and is often partly underwater behind Sayeon Dam, built downstream in the 1960s, so you view it from an observation deck. In 2026 the city added four XR telescopes there. Start at the Ulsan Petroglyph Museum, which had about 115,000 visitors in 2025, up 42.6% on the year before, according to Seoul Shinmun. Eonyang, the town next to Ulsan Station, is where to eat afterwards.

Ganjeolgot and the Yeongnam Alps. Ganjeolgot, a cape in southern Ulju, is where the New Year sun rises first on the Korean mainland; on January 1, 2026 it rose at 07:31, according to the Korea Astronomy and Space Science Institute. Outside New Year it is a quiet lighthouse park with a giant postbox. To the west, the Yeongnam Alps are a ring of peaks over 1,000 m along Ulsan’s western edge, known for autumn silver grass. Both need a car or taxi, so most short visits skip them.

What should you eat in Ulsan, and where do locals go?

Eat Eonyang bulgogi near the KTX station or downtown, salt-grilled beef in Bonggye if you have a car, Ulsan’s old-style bibimbap in Sinjeong-dong, and pork gukbap by the harbor. Ulsan’s food identity is beef. The hills around Eonyang and Bonggye have raised cattle for generations, and Ulju County designated the two towns a hanwoo bulgogi special zone in 2006.

Two kinds of Ulsan beef, and a note on whale meat

  • 언양불고기 Eonyang bulgogi — thin hanwoo beef seasoned with soy sauce and grilled on a wire rack over charcoal, usually served already cooked. Wikitree's 2026 festival report traces it to workers building the Gyeongbu Expressway in the late 1960s.
  • 봉계 소금구이 Bonggye salt-grilled beef — unmarinated cuts seasoned with salt and grilled at your table over charcoal.
  • 고래고기 whale meat — still sold around Jangsaengpo. Whaling is banned in Korea, and the meat comes from whales caught by accident in fishing nets, which can legally be sold. Herald Economy reported in September 2026 that a plate can cost up to 180,000 won, and environmental groups argue the system hides illegal catches. Many visitors choose to skip it.

Eonyang Jinmi Bulgogi (Jungpyeong-ro 33, Samnam-eup) — A large bulgogi house in Samnam, the same town as Ulsan Station, which makes it an easy first or last meal of a trip. Order 진미불고기 jinmi bulgogi, the house’s charcoal-grilled bulgogi, with rice and side dishes. KTO lists it as open every day, 11:00–21:00 Sunday to Friday and 11:00–20:40 on Saturday.

📍 Open in Naver Map

Eonyang Hanwoo Bulgogi (Heonyang-gil 87-3, Eonyang-eup) — In Eonyang town itself, the place that gave the dish its name. Eonyang bulgogi is the one thing to order. Open 11:00–20:30 and closed every other Monday, per KTO.

📍 Open in Naver Map

Ulsan Eonyang Bulgogi (Wolpyeong-ro 205, Samsan-dong) — If you are staying downtown, this is Eonyang-style beef without the trip west. Every course comes with a portion of wire-rack bulgogi; it also grills other hanwoo cuts and serves 육회비빔밥 yukhoe bibimbap and naengmyeon. Open 11:30–22:00 (last order 21:30); closed over Lunar New Year and Chuseok.

📍 Open in Naver Map

Jeongwon Sutbul-gui (Dudong-ro 1840, Dudong-myeon) — A Bonggye charcoal grill house in the northwest of Ulju, on the road toward Gyeongju. Order 한우암소숯불구이, charcoal-grilled hanwoo cow beef, and season it with salt. Open 11:00–21:00, closed the third Monday of the month. You need a car or taxi, so pair it with the petroglyphs, which are in the same county.

📍 Open in Naver Map

Hamyangjip (Sinjeong-dong, Nam-gu) — An old bibimbap house in Nam-gu. Maeil Shinmun reported in June 2025 that it dates back to the Japanese colonial period and is now run by the fourth generation. Its bibimbap belongs to the yukhoe bibimbap family: little gochujang, plenty of seasoned vegetables, and beef served both raw and stir-fried.

📍 Open in Naver Map

Sullye Gukbap (Namjin-gil 80-12, Bangeo-dong) — A big, busy pork gukbap restaurant near Bangeojin harbor in Dong-gu, the lunch stop for a day on the coast. Order the house 돼지국밥 dwaeji gukbap, a milky pork-bone soup with rice. Open 09:00–22:00 with a break from 15:00 to 17:00, every day.

How should you spend two days in Ulsan?

Arrive at Ulsan Station, do the petroglyphs and bulgogi on day one, sleep downtown, and give day two to the whale harbor and the sea cliffs. The route below avoids crossing the city twice.

Practical tip

Plan around Mondays. The petroglyph museum and the whale museum both close on Mondays, and the circular bus runs only Wednesday to Sunday. A Wednesday-to-Sunday visit gets you everything.

Pair it with a neighbor. Gyeongju is north and Busan is south, both close by train or bus, so Ulsan fits neatly into a longer east-coast loop. Compare the three in Gyeongju, Daegu and Yeosu by travel style.

When is the best time to visit Ulsan?

Mid-May for the flower fields along the Taehwagang, June for hydrangeas at Jangsaengpo, October for the whale festival, and New Year’s Eve for the Ganjeolgot sunrise. These are the 2026 dates; most repeat at about the same time each year.

The 2026 spring festival planted 60 million poppies, cornflowers and other flowers. The 2026 New Year event at Ganjeolgot had a 1,500-drone light show, and organizers expected about 130,000 people, so book a room early if you want to see the 2027 sunrise there. Further out, Ulsan is preparing to host an international garden expo in 2028.
