The short answer
- Seoul’s January average low is -5.5°C. Pack for mornings below -10°C during a cold spell.
- Wear a thermal base layer, removable middle layer and insulated coat. Daiso heat-pack examples cost ₩1,000–5,000 per pack; pack sizes differ.
- Ordinary warming shelters have individual hours. Emergency shelters are a separate service activated during cold-wave alerts.
- Daylight and admission cutoffs matter: Gyeongbokgung stops winter entry at 16:00.
Seoul winter is dry and windy. The useful local habit is to plan warm stops between outdoor visits: dress in layers, keep gloves handy and leave the exposed river walk for another day when an alert is in force.
How cold does Seoul actually get?
January is the coldest month. A monthly average hides sharp cold spells: a mild winter overall can still contain several very cold mornings.
Seoul winter climate normals, KMA 1991–2020
| Month | Mean | Mean high | Mean low | Precipitation |
|---|---|---|---|---|
| December | 0.2°C | 4.2°C | -3.4°C | 22.6mm |
| January | -1.9°C | 2.1°C | -5.5°C | 16.8mm |
| February | 0.7°C | 5.1°C | -3.2°C | 28.2mm |
SeoulWindow calculation: December–February daily lows at or below -10°C, Seoul station 108
| Winter | Days | Lowest temperature |
|---|---|---|
| 2022–23 | 10 | -17.3°C (2023-01-25) |
| 2023–24 | 10 | -14.7°C (2023-12-22) |
| 2024–25 | 7 | -12.2°C (2025-01-10) |
| 2025–26 | 11 | -13.2°C (2026-01-22) |
What does “feels like” mean?
- KMA’s winter wind-chill calculation uses air temperature and wind. At -10°C with wind of 5.6m/s, the calculated temperature is about -18°C. This is a calculated sensation index, not a change in the thermometer reading.
- A seasonal outlook cannot predict the weather on your travel dates. Check the short-range forecast and alerts before heading out.
When are cold-wave advisories and warnings issued?
The alert uses air temperature, not the winter wind-chill number. KMA’s current criteria apply from October to April. Either condition in the table can trigger an alert.
KMA cold-wave temperature criteria, rechecked 2026-10-16
| Alert | Sudden drop | Sustained cold |
|---|---|---|
| Advisory | Morning low falls at least 10°C from the previous day, to 3°C or lower, and is at least 3°C below normal | Morning lows of -12°C or lower expected for at least 2 days |
| Warning | Morning low falls at least 15°C from the previous day, to 3°C or lower, and is at least 3°C below normal | Morning lows of -15°C or lower expected for at least 2 days |
An alert can therefore occur in autumn even above freezing. Seoul’s emergency shelters and ordinary daytime shelters have different operating rules; do not assume every shelter stays open overnight.
What should you wear in Seoul in winter?
Build warmth in layers you can remove. Heated trains and cafés can feel hot in a thick sweater. A thermal base layer, light middle layer and long padded coat make indoor stops easier.
Budget bands and buying checks; official-store examples, not guaranteed prices
| Item | Price guide | What to check |
|---|---|---|
| HEATTECH tops | ₩16,900–34,900 | Regular, Extra Warm and Ultra Warm examples; promotions and sizes vary |
| Thermal leggings and tights | ₩16,900–34,900 | Choose a removable layer; the brand listing includes several warmth levels |
| Socks | Check the current product page | Fit inside your shoes without making them tight |
| Touchscreen gloves | ₩1,000–5,000 | Daiso examples recorded 2026-10-08; check seasonal stock |
| Neck warmers | ₩1,000–3,000 | Daiso examples recorded 2026-10-08 |
| Ear warmers | ₩1,000–3,000 | Daiso examples recorded 2026-10-08 |
Practical tip
- Open or remove your coat indoors before you start sweating. Damp clothes feel colder outside.
- Keep gloves on when checking maps; touch-compatible fingers help. Cover your ears and neck, and wear shoes with tread.
- TOPTEN and SPAO prices could not be rechecked reliably. Compare their official shops before buying.
Where can you buy heat packs, and how do you use them?
Daiso and convenience stores are easy places to look. Compare the number of packs as well as the shelf price; a multi-pack price is not a price per heat pack.
Heat-pack types; Daiso examples recorded 2026-10-08, seasonal stock varies
| Type | Example | Budget | Label information | Use |
|---|---|---|---|---|
| Shake-activated | Large pocket warmer | ₩1,000–5,000 per retail pack | Some labels state up to 70°C and 16 hours | Coat pocket |
| Pocket packs | Small multi-pack | ₩1,000–5,000 per retail pack | Check the actual label | |
| Adhesive | Small multi-pack | ₩1,000–5,000 per retail pack | Wear over clothing | Back or waist over a layer |
| Adhesive bulk pack | 15-pack example | ₩1,000–5,000 per retail pack | One listing states 60°C and 12 hours | Compare pack quantities |
| Foot warmer | Toe or insole type | ₩1,000–5,000 per retail pack | Use only as directed | Over socks, if the label permits |
| Rechargeable | Battery hand warmer | Check the retailer | Lithium battery inside | Check airline battery rules before flying |
Avoid low-temperature burns
- Never apply a heat pack directly to skin, sleep with one, or combine it with a heated floor or electric blanket.
- Check your skin regularly and remove the pack if it feels uncomfortable. Stop using it if redness or pain develops; seek medical help for a suspected burn.
- Convenience-store prices and current bathhouse entry fees were not verified. Check the shop or facility instead of budgeting from a fixed price.
Where can you warm up outdoors?
Look for heated bus-stop seats, windbreaks and designated warming shelters. The figures below describe winter 2025–26. They are not a promise of the same provision in 2026–27.
Seoul winter 2025–26 facilities; city announcement dated 2025-12-12
| Facility | Number | How it works |
|---|---|---|
| Heated seats | 4,624 | Warm bus-stop seating |
| Windbreak tents | 409 | Sheltered waiting spaces |
| Windbreak screens | 332 | Barriers against the wind |
| Cold-weather shelters | 1,504 | Count as of 2025-12-10; each facility has its own hours |
| Climate companion shelters | 452 | 192 bank branches, 34 convenience stores and 226 KT shops |
| Emergency shelters | 61 | 24-hour operation during cold-wave alerts under the 2025–26 plan |
Find an open shelter
- Use Seoul Safety Nuri and distinguish cold-weather shelters from emergency shelters. Check today’s hours before travelling to one.
- The Ministry of the Interior and Safety expanded shelter partnerships in 2026 to banks, railway operators and retailers. This does not make every branch a shelter or require every site to open all night.
- No 2026–27 Seoul winter plan was found as of 2026-10-16. The previous plan began in mid-November; recheck the city’s November announcements. Local shelter names and heated-seat settings can vary.
Underground shopping passages block the wind, while a jjimjilbang offers a longer indoor break. A closed station or shopping arcade is not an overnight refuge. For a room that feels too hot, see the ondol controls guide.
What cold-weather health and safety signs matter?
Take confusion, slurred speech, severe shivering and numb or unusually pale skin seriously. Move to warmth and call 119 for an emergency; do not leave an affected person alone.
Cold illness is not limited to older people
- KDCA reported 364 cold-related emergency cases and 14 suspected deaths in winter 2025–26. Its surveillance covered 512 emergency departments; 79.7% of cases were hypothermia and 75.0% occurred outdoors.
- Avoid the combination of alcohol, late-night walking and freezing weather. If clothes are wet, change into dry layers and use blankets while seeking help. Follow medical advice for frostbite rather than rubbing the skin.
After snow, take short steps on shaded slopes and station stairs, keep your hands out of your pockets and choose shoes with grip. Lip balm and moisturiser help with dry indoor air. Keep your phone in an inside pocket: Apple warns that very cold conditions can temporarily shorten battery life or shut the device down.
How should you plan a winter sightseeing day?
Put outdoor visits in the daylight hours and check last admission. Early December sunset is around 17:13–17:14; a palace can stop admitting visitors well before closing.

Check both weather and air quality before leaving. The last winter fine-dust management period ran from December to March; the 2026–27 detailed announcement was not found, so do not treat last season’s measures as the new plan.
What could a day below -10°C look like?
Start slowly, choose one outdoor stop and keep a warm alternative ready. The route below is an example, not a safe exposure-time prescription.
A flexible cold-day itinerary
| Time | Plan | Reason |
|---|---|---|
| Before 10:00 | Indoor breakfast and a later start | Avoid a long wait in the early cold |
| 10:00–12:00 | Museum or gallery | Start indoors |
| 12:00–15:00 | One palace or market | Use daylight; Gyeongbokgung last entry is 16:00 |
| 15:00–17:00 | Snack and café break | Warm up before sunset |
| 17:00–19:00 | Indoor mall or exhibition | Reduce exposed walking |
| After 19:00 | Brief Deoksugung or Changgyeonggung visit, or a bathhouse | Palace last admission is 20:00; shorten the outdoor option if needed |
Packing checklist
- Thermal tops and bottoms, an insulated coat, gloves, scarf and an ear-covering hat.
- Grippy shoes, warm socks, lip balm, moisturiser and a power bank.
- Arrange warm stops and change the plan when the forecast or your condition calls for it.
